    Women in Legislative Studies: Improving Gender Equality

    Representation of women in the field of legislative politics is remarkably small and the absence of women has wide-ranging ramifications. In Fall 2019, we surveyed 361 women that we identified as studying legislative politics within political science to understand why women’s representation in legislative studies is so low and what we can do about it. We found that many women study legislatures, but they do not always identify as scholars of legislative studies, often do not join the Legislative Studies Section, and tend to prioritize other journals over Legislative Studies Quarterly, the official journal of the section. In this article, we discuss several solutions to the problem of women’s underrepresentation in legislative studies, including the new Women in Legislative Studies initiative.

    Using social norms to explain giving behavior

    Transfers of resources in dictator games vary significantly by the characteristics of recipients. We focus on social norms and demonstrate that variation in the recipient changes both giving and injunctive norms and may offer an explanation for differences in giving. We elicit generosity using dictator games, and social norms using incentivized coordination games, with two different recipient types: an anonymous student and a charitable organization. A within-subjects design ensures that other factors are held constant. Our results show that differences in giving behavior are closely related to differences in social norms of giving across contexts. Controlling for individual differences in beliefs about the norm, subjects do not weight compliance with the norms in the student recipient or charity recipient dictator game differently. These results suggest that the impact of context on giving co-occurs with an impact on social norms.

    Mitigating the Turnout Effects of Bad Weather With Early Voting: 1948–2016

    We identify in-person early voting and no-excuse mail voting as antidotes for the depressing effect inclement weather has on voter turnout and the Republican dividend that accompanies rain and snow on Election Day. We offer and test an explanation for how voters utilize early voting to anticipate and avoid the costs of voting in bad weather. Replicating and extending Gomez et al (2007) analysis through the 2016 election, we confirm the remedial effect in-person early voting and to a lesser degree no-excuse mail voting has on turnout and the Republican advantage when bad weather coincides with Election Day. Our work makes an important contribution to understanding how election laws effect voter participation. We discuss how taking seriously treatment effect heterogeneity both in theoretical and empirical analyses might contribute to our understanding of the effects of election laws on voter participation.

    Unpacking “the West”: Divergence and Asymmetry in Chinese Public Attitudes Towards Europe and the United States

    Recent public opinion polls conducted in Europe and the United States show increasingly negative views of China. Does the Chinese public hold similar views of ?the West?? Conducting a two-wave survey in China, we found great divergence and asymmetries in Chinese public perceptions. First, Chinese views of European countries and the US diverge sharply, despite these countries being typically grouped together as ?the West? in mainstream English and Chinese discourses; the Chinese viewed the US much more negatively than Europe. Second, whereas the Chinese reciprocated American antipathy, there was an asymmetry in public perceptions between China and Europe, with the Chinese expressing much greater favourability towards European countries than the other way around, though the degree of favourability still varied by country. Analyses of respondent attributes also yielded insights that both confirm and challenge some of the conventional wisdom regarding age, education, and party membership in Chinese public opinion.

    Does cronyism pay? Costly ingroup favoritism in the lab

    Cronyism in firms arises when favoritism toward an ingroup affects personnel decisions. Two main motives underlie cronyism: profit, if an ingroup employee works harder; or altruism, if used to transfer resources. In a lab-experiment trust game with naturally-occurring groups, an employer (proposer) faces an employee (responder) who is or is not an ingroup member. We see that both motives play a role. Cronyism is more likely from employers who are more altruistic to the ingroup in a dictator game; and even low-productivity (by design) ingroup members reciprocate trust generously. Cronyism pays for those who engage in it.

    Assessing Group Incentives, Independent Spending, and Campaign Finance Law by Comparing the States

    Independent expenditures (IEs) in U.S. elections have increased substantially at nearly all levels of government over the past decade, but judicial decisions are only a partial explanation for this growth. Using a descriptive difference-in-differences approach, we show that the growth has been uneven across types of elections and spenders under different legal regimes. This finding highlights the importance of disaggregating spenders, elections, and laws in order to explain IEs more fully. This article analyzes IEs in state gubernatorial and legislative elections from 2006 through 2018 across states with differing campaign finance laws and political contexts. It uses an original and detailed classification of spenders, along with data on IEs from the National Institute on Money in Politics, the Campaign Finance Institute's historical database of state campaign finance laws, and other sources. The legal variations on which the article focuses are the various states' laws limiting contributions to candidates and political parties. It concentrates on these because of an oft-stated expectation that removing contribution limits will sharply reduce the level of IEs. In addition to contribution limits, we also assess partisan competition as a primary explanation for the level of IEs in various states, and across the sectors of spenders. We find, using multi-variate analysis, that increased partisan competition (at both the candidate level and chamber level) is in most cases a significant driver of IEs. In contrast, the associations between IEs and contribution limits are inconsistent and generally not significant. Importantly for ongoing policy debates, ideological and issue-driven spending appears to have weak association (or none) with contribution limits. Therefore, if the recent increase in IEs is in fact a normative problem, the solution may be more elusive than once thought.

    Who Sees Corruption? The Bases of Mass Perceptions of Political Corruption in Latin America

    The capacity of citizens to see political corruption where it exists and to link such perceptions to evaluations of public officials constitutes an important test of political accountability. Although past research has established that perceived corruption influences political judgments, much less is known regarding the critical prefatory matter of who sees corruption. This article develops a multifaceted theoretical framework regarding the possible bases of perceived corruption. Experiential factors – personal experience and vicarious experience with bribery – mark the starting point for our account. We then incorporate psychological dispositions that may colour judgments about corruption and that may strengthen or weaken the links between experiences and perceptions. Expectations derived from this framework are tested in a series of multi-level models, with data from over 30,000 survey respondents from 17 nations and 84 regions in the Americas.

    Charity Begins at Home: A Lab-in-the-Field Experiment on Charitable Giving

    Charities operate at different levels: national, state, or local. We test the effect of the level of the organization on charitable giving in a sample of adults in two Texas communities. Subjects make four charitable giving “dictator game” decisions from a fixed amount of money provided by the experimenter. Three decisions target different charitable organizations, all of which have a disaster-relief mission, but differ in the level of operation. The fourth targets an individual recipient, identified by the local fire department as a victim of a fire. One of the four is selected randomly for payment. Giving is significantly higher to national and local organizations compared to state. We find a higher propensity to donate and larger amount donated to the individual relative to all organizations. Subsequent analysis compares a number of demographic and attitudinal covariates with donations to specific charities. In a second decision, subjects instead indicate which of their four prior decisions they would most prefer to implement. Here we see that a majority of subjects prefer the gift to the individual.

    Can I Rely on You?

    This paper introduces a strategic element into the dictator game by allowing recipients to select their dictator. Recipients are presented with the photographs of two dictators and the envelopes containing their allocations, and are then asked to select which dictator’s gift they would like to receive. The recipient is paid the contents of the envelope they select. The photographs carry information about the gender and race/ethnicity of the dictators, and we ask an independent sample of raters to evaluate the photographs for other characteristics. While gender and ethnicity do not affect the recipient’s choice, one characteristic inferred from the photos makes them significantly more likely to be selected: Their perceived reliability.

    Political Context and the Consequences of Naming and Shaming for Human Rights Abuse

    Does being named and shamed for human rights abuse influence the amount of foreign aid received by the shamed state? Recent research suggests that the impact of public censure may depend on the political relationship between donor and recipient. We argue that donors deriving a direct political benefit from the aid relationship (such as a military advantage or the satisfaction of a domestic political audience) will ignore or work against condemnation, but donors with little political interest in the recipient (who give aid for symbolic or humanitarian reasons) will punish condemned states. We also argue that the size of prior aid packages can be used as a holistic measure of the donor’s political interest in the aid relationship because mutually beneficial aid packages are subject to a bargaining process that favors recipients with more to offer. We find that condemnation for human rights abuse by the United Nations is associated with lower bilateral aid levels among states that previously received small aid package, and with equal or higher bilateral aid to states already receiving a great deal of aid. The source of shaming also matters: We find that public shaming by human rights NGOs is not associated with decreased aggregate bilateral aid.

    The Acceptability of War and Support for Defense Spending: Evidence from Fourteen Democracies, 2004–2013

    We study the factors that influence citizen support for defense spending in fourteen democracies over the period 2004–2013. We pose two research questions. First, what factors influence citizen support for war and military force? We refer to this as the acceptability of war. Second, in addition to the acceptability of war, what other factors affect support for defense spending? Our principal finding is that citizen acceptance of war and support for defense spending are most influenced by basic beliefs and values. Gender also has a strong negative influence on attitudes toward war and thus indirectly lowers support for defense spending among women. Attitudes toward war and defense spending are also sometimes influenced by short-term threats and by alliance considerations, but the effects are not as substantively meaningful. We conclude with a summary of the results and a discussion of the implications for theory and policy.

    Context and Political Knowledge: Explaining Cross-National Variation in Partisan Left-Right Knowledge

    We present a theory that links variation in aggregate levels of political knowledge across countries and over time to corresponding differences in the political context in which voters become (or do not become) informed. Specifically, we argue that the level of partisan left-right knowledge in a given context ultimately depends on how useful the left-right metaphor is for organizing, simplifying, or otherwise facilitating voters’ understanding of political processes. Using survey data on the distribution of left-right knowledge in 59 different contexts (in 18 countries), our analysis reveals that voters understand the relative left-right positioning of parties to a much greater degree when these positions are important predictors of the composition of policy-making coalitions, but that variation in this knowledge does not correspond to the accuracy with which the relative left-right positions of parties predicts more narrow policy positions.

    Careful Commitments: Democratic States and Alliance Design

    Evidence suggests that leaders of democratic states experience high costs from violating past commitments. We argue that because democratic leaders foresee the costs of violation, they are careful to design agreements they expect to have a high probability of fulfilling. This may cause democratic leaders to prefer flexible or limited commitments. We evaluate our argument by analyzing the design of alliance treaties signed by countries of the world between 1815 and 2003. We find that alliances formed among democratic states are more likely to include obligations for future consultation rather than precommitting leaders to active conflict, and defense pacts formed among democratic states are more likely to specify limits to the conditions under which member states must join their partners in conflict. This research suggests that separating screening effects and constraining effects of international agreements is even more difficult than previously believed. States with the greatest likelihood of being constrained are more carefully screened.

    Recovering a Basic Space from Issue Scales in R

    basicspace is an R package that conducts Aldrich-McKelvey and Blackbox scaling to recover estimates of the underlying latent dimensions of issue scale data. We illustrate several applications of the package to survey data commonly used in the social sciences. Monte Carlo tests demonstrate that the procedure can recover latent dimensions and reproduce the matrix of responses at moderate levels of error and missing data.

    Group-Level Selection Increases Cooperation in the Public Goods Game

    When groups compete for resources, some groups will be more successful than others, forcing out less successful groups. Group-level selection is the most extreme form of group competition, where the weaker group ceases to exist, becoming extinct. We implement group-level selection in a controlled laboratory experiment in order to study its impact on human cooperation. The experiment uses variations on the standard linear public goods game. Group-level selection operates through competition for survival: the least successful, lowest-earning groups become extinct, in the sense that they no longer are able to play the game. Additional control treatments include group comparison without extinction, and extinction of the least successful individuals across groups. We find that group-level extinction produces very high contributions to the provision of the public good, while group comparison alone or individual extinction fail to cause higher contributions. Our results provide stark evidence that group-level selection enhances within-group cooperation.

    Cortisol and politics: Variance in voting behavior is predicted by baseline cortisol levels

    Participation in electoral politics is affected by a host of social and demographics variables, but there is growing evidence that biological predispositions may also play a role in behavior related to political involvement. We examined the role of individual variation in hypothalamic–pituitary–adrenal (HPA) stress axis parameters in explaining differences in self-reported and actual participation in political activities. Self-reported political activity, religious participation, and verified voting activity in U.S. national elections were collected from 105 participants, who were subsequently exposed to a standardized (nonpolitical) psychosocial stressor. We demonstrated that lower baseline salivary cortisol in the late afternoon was significantly associated with increased actual voting frequency in six national elections, but not with self-reported non-voting political activity. Baseline cortisol predicted significant variation in voting behavior above and beyond variation accounted for by traditional demographic variables (particularly age of participant in our sample). Participation in religious activity was weakly (and negatively) associated with baseline cortisol. Our results suggest that HPA-mediated characteristics of social, cognitive, and emotional processes may exert an influence on a trait as complex as voting behavior, and that cortisol is a better predictor of actual voting behavior, as opposed to self-reported political activity.

    Election Law Journal: Rules, Politics, and Policy

    What steps can and do local election officials take to prepare for and respond to natural disasters and emergencies that impede and disrupt the operation of scheduled elections? How efficacious are these actions and practices, and to what extent, if any, can these practices be generalized to the 3,000+jurisdictions charged with conducting elections? In this article I address these questions by examining the conduct of the 2012 presidential election in the aftermath of Hurricane Sandy. I find several correctives for the disruptive effect of emergencies and natural disasters on voter participation including state laws that afford voters opportunities to ballot before Election Day and the number and staffing of polling places. These correctives provide clear guidance for the conduct of elections outside of natural disasters and emergencies.

    Nonpolitical Images Evoke Neural Predictors of Political Ideology

    Political ideologies summarize dimensions of life that define how a person organizes their public and privateᅠbehavior, including their attitudes associated with sex, family, education, and personal autonomy [1ᅠandᅠ2]. Despite the abstract nature of such sensibilities, fundamental features of political ideology have been found toᅠbe deeply connected to basic biological mechanisms [3, 4, 5, 6ᅠandᅠ7] that may serve to defend against environmental challenges like contamination and physical threat [8, 9, 10, 11ᅠandᅠ12]. These results invite the provocative claim that neural responses to nonpolitical stimuli (like contaminated foodᅠor physical threats) should be highly predictive ofᅠabstract political opinions (like attitudes toward gun control and abortion) [13]. We applied a machine-learningᅠmethod to fMRI data to test the hypotheses that brain responses to emotionally evocative images predict individual scores on a standard political ideology assay. Disgusting images, especially those related to animal-reminder disgust (e.g., mutilated body), generate neural responses that are highly predictive of political orientation even though these neural predictors do not agree with participants' conscious rating of the stimuli. Images from other affective categories do not support such predictions. Remarkably, brain responses to a single disgusting stimulus were sufficient to make accurate predictions about an individual subjectメs political ideology. These results provide strong support for the idea that fundamental neural processing differences that emerge under the challenge of emotionally evocative stimuli may serve to structure political beliefs in ways formerly unappreciated.
