It is organized by first outlining the big issues and topics relevant to the city by presenting them as Themes and Sub-Themes; then selecting indicators to define those themes; then identifying metrics to measure those indicators; then describing the metrics. Policy and programmatic recommendations to improve the indicators of sustainable development in Houston are included after each section.
