Houston’s pension funds are in financial trouble and pose a significant risk to the financial health of the city. In this paper, public finance fellow John Diamond analyzes a subset of the city's pension plans: the defined benefit plan. A version of the paper appeared as an appendix to a report on the financial state of Houston's pensions by Rice University's Kinder Institute.
