Description
This working paper examines the changing position of Saudi Arabia and the smaller Gulf states, notably Qatar and the United Arab Emirates, within the global community. It focuses on issues such as trade, financial flows, and foreign direct investment in light of interregional realignments with emerging economies across the world. It also examinesﾠimplications for the United States as the Gulf states develop into assertive regional and international actors with new sets of policy expectations and capabilities.
